CONTEXT & ENVIRONMENT

Our client is an international engineering and technical services company operating across the energy and industrial sectors.

As part of its activities in Angola, our client is looking to appoint an experienced Sandblasting & Painting Supervisor / Manager to oversee surface preparation, abrasive blasting and industrial painting activities within an Oil & Gas environment.

The position will be responsible for ensuring that blasting and painting works are executed safely, efficiently and in accordance with project specifications, quality standards, approved procedures and applicable HSE requirements.

The successful candidate will coordinate site activities, supervise blasting and painting teams, monitor productivity and quality, and ensure that works are completed according to project schedules and technical requirements.

MAIN RESPONSIBILITIES

Sandblasting & Painting Operations

• Supervise and coordinate all sandblasting, surface preparation and industrial painting activities on site.

• Plan daily activities and allocate manpower, equipment and materials according to project priorities.

• Ensure that surface preparation and coating activities are performed according to approved specifications, procedures and project requirements.

• Monitor blasting parameters, surface cleanliness, surface profile and environmental conditions prior to painting.

• Ensure correct preparation, mixing, application and curing of coating systems.

• Monitor paint consumption, equipment utilisation and productivity.

• Coordinate work fronts and ensure activities are delivered according to project schedules.

• Identify technical or operational issues and implement appropriate corrective actions.

• Coordinate with other site disciplines to avoid clashes and delays.

Supervision & Team Management

• Lead and supervise blasting and painting crews, including painters, blasters and equipment operators.

• Allocate tasks and provide clear technical instructions to site personnel.

• Monitor team performance, productivity and compliance with procedures.

• Ensure that personnel are properly trained and competent for the tasks assigned.

• Promote good housekeeping and discipline within the work area.

• Report manpower requirements and operational issues to the Project / Operations Manager.

Quality Control

• Ensure all works comply with approved project specifications, coating procedures and inspection requirements.

• Coordinate with QA/QC personnel and coating inspectors throughout the execution process.

• Monitor surface preparation, coating thickness and application quality.

• Ensure inspection and testing requirements are completed and properly documented.

• Identify non-conformities and ensure corrective actions are implemented.

• Maintain accurate records of completed works, inspections and coating activities.

HSE Responsibilities

• Ensure strict compliance with Oil & Gas HSE requirements and site safety procedures.

• Conduct and participate in toolbox talks, risk assessments and job safety briefings.

• Ensure appropriate PPE is used by all personnel.

• Monitor safe working practices during blasting, painting and related activities.

• Ensure appropriate controls are in place for hazardous materials, compressed air, abrasive materials and painting chemicals.

• Stop unsafe work when necessary and immediately report incidents, hazards or unsafe conditions.

• Promote a strong safety culture within the blasting and painting team.

Equipment & Materials

• Ensure blasting and painting equipment is available, properly maintained and fit for purpose.

• Monitor the condition and use of compressors, blasting pots, spray equipment, hoses and related tools.

• Coordinate material requirements and ensure adequate availability of abrasives, paints, coatings and consumables.

• Report equipment failures and coordinate maintenance or replacement where required.

• Minimise material wastage and optimise resource utilisation.

Reporting

• Prepare daily and periodic progress reports covering manpower, productivity, work completed, materials and equipment.

• Monitor progress against project schedules and report potential delays.

• Maintain accurate records of blasting and painting activities.

• Communicate operational, technical, quality and HSE issues to project management.

• Support project management with progress updates and productivity information.

CANDIDATE PROFILE

Education

• Technical qualification, diploma or equivalent in Painting, Coating, Corrosion Protection, Mechanical Engineering, Industrial Maintenance or a related field.

• Relevant technical certifications in blasting, painting or coating will be considered an advantage.

Professional Experience

• Minimum 5–10 years of relevant experience in industrial blasting and painting activities.

• Proven experience supervising or managing blasting and painting operations.

• Previous experience in the Oil & Gas, petrochemical, offshore, marine, energy or heavy industrial sectors is strongly preferred.

• Experience working on major industrial projects in Angola or other African markets will be an advantage.

• Proven experience managing teams of painters, blasters and site personnel.

• Strong knowledge of surface preparation and industrial coating systems.

• Experience working with project specifications, inspection requirements and quality documentation.

Technical Skills

• Strong knowledge of abrasive blasting and surface preparation techniques.

• Good knowledge of industrial painting and coating application processes.

• Understanding of surface preparation standards and coating specifications.

• Ability to interpret technical specifications, work procedures and coating systems.

• Knowledge of coating inspection requirements and dry film thickness measurement.

• Ability to plan manpower, equipment and materials according to project requirements.

• Good understanding of HSE requirements applicable to blasting and painting activities.

• Strong troubleshooting and problem-solving skills.

• Good reporting and organisational skills.

Languages

• Fluent Portuguese is mandatory.

• English will be considered an advantage, particularly for candidates working with international project teams.

• Occasional travel within Angola may be required depending on project activities.

Priority will be given to qualified Angolan candidates or candidates already legally based and available in Angola.

Candidates should ideally demonstrate:

• Proven Oil & Gas or industrial project experience in Angola;

• Strong Portuguese communication skills;

• Hands-on experience in blasting and industrial painting supervision;
